LULAC #7 Awards 2014 Higher Education Award Honoree

Laredo, TX.-The LULAC Council No. 7 has announced that Judge Mercurio Martinez, Jr. current board member of the Laredo Community College been selected for the 2014 Higher Education Award.
The formal announcement was made during a press conference held this afternoon at the Washington’s Birthday Celebration Association conference room.
Since 1996, LULAC Council No. 7’s Higher Education Award has been presented to a special well deserving individual who has made a difference, through his or her outstanding work, to ensure that every child receives a quality education and contributes to the Laredo community.

Mr. Martinez, Jr. was born in Laredo, Texas on July 25, 1937. Mercurio grew up in Laredo close to downtown in the “La Azteca” neighborhood. Mercuriowent to school at St. Agustin Parochial School and upon graduation he enrolled at Laredo Junior College.Mercurio continued his education by earning a bachelor’s degree from St. Mary’sUniversity of San Antonio and a master degree from North Texas State University in Accounting. Our Honoree began his carrier work as a college businessand economics instructor at Laredo Junior Collegeand has since been employedby the Union National Bank of Laredoand Texas A&M International University.

Mercurio has served our community in many capacities. He is a current board member of the LaredoCommunity College and has previously served the Laredo Independent SchoolDistrict in the same capacity. Mercurio has helped shape the City of Laredo through his leadership as a city councilman and as the County Judge of Webb County for many years. Mercurio was selected by President Jimmy Carter to head the Small Business Administration Southwest Region Headquarters in Dallas, TX. Mercurio has always believedthat it is important to improvethe quality of life in the community.He believes that a good qualityof life is important for our children and grandchildren. Mercuriohas said “If we are able to accomplish this we will leave a good legacyin our community”.

Throughout the years, Lulac Council No. 7 has been able to build a very strong scholarship program with over $500,000.00 in scholarships. Our mission for this scholarship program is to provide financial assistance and ensure career success for all young students on their pathway to achieving the American dream.

Lulac Council No. 7 has been a proud affiliate of the Washington’s Birthday Celebration Association since 1996. During the 117th Washington’s Birthday Celebration festivities, Lulac Council No. 7 will formally present this award to Mr. Martinez, Jr. during the “NOCHE DE CABARET” dance, Lulac’s main scholarship fundraising event, which will take place on Saturday, February 8, 2023 from 7:00 p.m. – 1:00 p.m. at the Laredo Civic Center.
